Regulations, Terms and Conditions – CityHack 2020

1. Objectives

CityHack is an event in the form of a 24-hour marathon, that aims at the development, in that period of time, of technological solutions for cities. The 2020 edition, apart from the development of solutions aimed at social impact, sustainability and circular economy challenges, corresponding to the sustainable development goals stated by the United Nations, may also consider other challenges, to be defined by the Organizing Committee.

2. Organization

The event is organized by the Portuguese Polytechnic Institutes of Castelo Branco, Guarda, Portalegre and Tomar. The coordination of the organization will be conducted by faculty members appointed by each of the Institutions.

3. Application and eligibility

a) The applicants will be teams from 3 to 5 elements students from Universities or Polytechnic Institutes, and at least 2 of these elements must come from technological courses. Each team may include up to two elements that are not Higher Education students, as long as they are not staff members of any of the organizing Polytechnic Institutes, or of any of the organizations or companies that are part of the jury.

b) Applications will be submitted by filling the form available at the website

c) Each team will have to state which organizing Polytechnic Institute they wish to associate their application to.

d) Each organizing Polytechnic Institute will be allowed to feature a maximum of 10 (ten) participating teams. In the event this limit is overrun, teams will be invited, by registration order, to associate themselves to another organizing Polytechnic Institute.

e) Individuals that apply as part of a team, will be encouraged to create a team, or to join an existing one. Individual participations will not be allowed.

4. Installation and infrastructures

a) CityHack will be carried out online, associated simultaneously to the Polytechnic Institutes of Castelo Branco, Guarda, Portalegre and Tomar.

b) CityHack will take place from May 30 to May 31, 2020.

c) On May 29, by 7pm (Portuguese continental time), a session will take place for the presentation of the Mentors and Challenge Proposals. The hackathon will take place on May 30 and May 31, 2020.

d) Participants must provide all technological means and software they deem as required for the development of their ideas, such as laptop computers, development IDE, etc.

e) Teams will be backed by Mentors, which will be specialists on the areas corresponding to the proposed challenges.

5. Jury

a) The Jury will be divided into Local Jury and Global Jury.

b) The Local Jury will be constituted by Mentors and participants from each organizing Polytechnic Institute.

c) The Global Jury will be constituted by a representative of Fundação Calouste Gulbenkian, a representative for each of the Municipalities of Castelo Branco, Guarda, Portalegre and Tomar, the Presidents of the CityHack organizing Polytechnic Institutes and a representative of the partners, to be defined by the Organization.

d) The Global Jury may be technically supported by the Mentors and by faculty members of each of the organizing Polytechnic Institutes.

6. Prizes

a) Prizes will be awarded to the best teams, as following:

1.º Prize – 1 x 2.000,00 Euros (one team among all the competition teams)

2.º Prize – 4 x 1.000,00 Euros (one team per organizing Polytechnic Institute)

3.º Prize – 4 x 500,00 Euros (one team per organizing Polytechnic Institute)

b) Eventual parallel activities taking place throughout the event may also be subject to prize awarding.

7. Evaluation and Criteria

a) The work developed by the teams will be subject to a two-step evaluation: pitch and final presentation.

b) All teams will deliver a pitch with the main aspects of their work. The timetable and duration of the pitch will be defined at a later moment.

c) Each Local Jury will select two teams per Polytechnic Institute for the final presentation.

d) The Global Jury will award the first prize among the teams that were pre-selected by the Local Juries of each of the organizing Polytechnic Institutes.

e) Second and Third Prizes will be awarded by the Local Juries of each of the organizing Polytechnic Institutes.

f) Both for the selection of the finalist teams as well as for the awarding of the three sets of prizes, the evaluation criteria, carrying equal weight, will be the following:

1. Innovation - is the idea unique and does it present a genuine solution?

2. Business impact - is there potential for business added value or to attract philanthropic funding?

3. Relation to proposed subjects - is the proposed solution related to the proposed subjects?

4. Evolution throughout the hackathon - are there evidences of evolution of the solution throughout the event?

5. User experience - does the idea provide relevant and meaningful experiences to prospective users?

6. Technical demonstration (maturity) - is the idea technologically viable and scalable, and is there a working prototype with technical quality?

7. Scalability - does the idea have potential for a global/international market, or is it only local?

8. Terms of participation

a) Participants agree on the following conditions for application and participation:

1. The ideas presented must not feature any pornographic or explicit or suggestive sexual references, as well as any violent or depreciative references for any ethnical, racial, religious and professional group or any gender or age.

2. The ideas presented must not promote drugs or fire weapons (or their use), or any activity that may carry unsafe, dangerous or political messages.

4. The ideas presented must not feature copyright protected items or that are others’ property (including photos, sculptures, paintings or any other art works or images published online, on television, movies or other media).

5. The ideas presented must not feature names, images or photos that may lead to the identification of persons, dead or alive, without their (or their legal representatives) explicit authorization.

6. The ideas presented must be original, not previously commercially published or licensed or award in initiatives similar to this CityHack.

7. The participants declare and ensure that the publication of their participation on CityHack, by various means, including Internet/online, does not violate others’ rights.

8. If the Organization has suspicions of deceitful or unlawful misconduct by any of the participant or others, regardless of its nature, the Organization may disqualify whoever may be accounted as responsible or be associated to such behaviour.

9. The Organization may, at any moment, change the terms or cancel the event, notifying the participants already registered at that moment.

9. Idea intellectual property

All solutions in competition, that were developed and presented throughout the event, are property of the respective authors, under what is established in the Portuguese copyright law.

10. Inquiries and suggestions

a) For any question or inquiry, the participants should start by checking the information available on the CityHack website.

b) All other information requests, suggestions or complaints, should be addressed to the Organization, through the contacts provided at the website

11. Complaints and disputes resolution

The organization of CityHack has full right on the resolution of any complaint or dispute, without any further appeal.

The Polytechnic Institutes of Castelo Branco, Guarda, Portalegre and Tomar, with the sponsor of the Calouste Gulbenkian Foundation announce the 4th edition of the CityHack Project* – This is Digital Transition.

CityHack is a 24-hour marathon event aimed at developing technological solutions for the cities. The 2020 edition is dedicated to finding solutions to challenges with social impact. The event is highly supported by the Calouste Gulbenkian Foundation within the scope of the Hack for Good Project, which is part of the Gulbenkian program for Cohesion and Social Integration. This year, CityHack will take place simultaneously in the cities of Castelo Branco, Guarda, Portalegre and Tomar.

The candidate teams may include 3 to 5 students of Universities or Polytechnic Institutes, in which at least two of them must be from technological courses.

The team may include two elements that do not attend higher education.

This project aims to encourage participants to present technological solutions to improve the quality of life in cities, by recognizing, valuing and retaining talent, and also aiming to create conditions for the development of the proposed ideas.

There is no registration fee and all the 24-hour logistics, will be charged to the organization.
